Carbon tetrachloride extension leaves dermal dates unchanged

EPA’s carbon tetrachloride extension changes specified inhalation milestones while leaving dermal-protection deadlines unchanged.

October 7, 2026

Dermal-protection dates remain unchanged under EPA’s carbon tetrachloride compliance extension. The final amendment, effective July 28, 2026, shifts specified inhalation-related Workplace Chemical Protection Program milestones for covered non-federal owners and operators into 2027.

APT’s carbon tetrachloride compliance extension tracker record separates the extended inhalation milestones from unchanged dermal duties.

Two inhalation milestones move

Initial inhalation monitoring is due June 21, 2027. September 20, 2027 is the revised date for meeting the existing chemical exposure limit, establishing regulated areas, implementing workplace information and training, and providing required respiratory protection and its associated program.

The amendment covers carbon tetrachloride and perchloroethylene in the same instrument, but their requirements should be read separately. In particular, the additional December 2027 PCE exposure-control-plan extension should not be transferred to a carbon tetrachloride calendar without a provision supporting it.

EPA’s carbon tetrachloride page distinguishes continuing uses subject to the WCPP from laboratory uses subject to prescriptive controls. Applicability and the relevant schedule follow the condition of use.

Update the schedule without removing other duties

APT’s practical interpretation is to separate inhalation monitoring, respiratory protection, training and dermal controls in the compliance register. The revised dates can then be applied to the relevant duties without extending the dermal timetable inadvertently.

The extension also does not establish a revised exposure limit or finalize EPA’s substantive reconsideration of the rule. A site reviewing its control program should retain the adopted chemical-specific requirements while tracking any later amendments as separate developments.
