EPA’s NMP proposal focuses on workplace skin contact

EPA’s NMP proposal would introduce workplace and dermal controls; the reviewed agency page continues to describe proposed requirements.

October 7, 2026

Preventing direct skin contact is a central element of EPA’s proposed workplace controls for n-methylpyrrolidone. The June 14, 2024 proposal would introduce a Workplace Chemical Protection Program and restrictions for specified uses under the Toxic Substances Control Act.

APT’s NMP workplace protection proposal tracker record identifies the proposed skin-contact controls and use restrictions.

The proposal covers more than airborne exposure

EPA’s NMP risk-management page describes proposed controls intended to prevent direct skin contact for many industrial and commercial uses. It also describes product restrictions and proposed prohibitions for selected activities. The proposal’s approach therefore requires attention to how workers handle the solvent and products containing it.

The agency page continues to describe these measures as proposed. This report establishes no final NMP risk-management rule, binding new airborne limit or employer compliance date. Relative implementation periods in a proposal depend on a later final action and should not be turned into calendar deadlines in advance.

Review handling activities while rulemaking continues

APT’s practical interpretation is to identify NMP-containing products, their uses and tasks that can involve skin contact. That information can support a later comparison with a final rule and a review of existing controls under already applicable requirements.

An inventory that only records a product name may leave out the cleaning, coating or handling activity that determines the relevant condition of use. Exposure assessments should identify the actual operation and the controls in place when observations were made.

A Federal Register search under RIN 2070-AK85 through October 7, 2026 returned the June 2024 proposal as its only matching document. The agency agenda describes a final rule in development. Its estimated July 2026 target does not establish adoption. No final rule was located in this scoped check; the historical comment period is not presented as currently open.
