EPA extends selected PCE inhalation deadlines into 2027

EPA extended specified PCE inhalation-related milestones into 2027 while retaining dermal-protection dates.

October 7, 2026

Certain perchloroethylene Workplace Chemical Protection Program deadlines now fall in 2027 under EPA’s July 28, 2026 final extension. The change aligns specified non-federal inhalation-related milestones with federal schedules. Dermal-protection deadlines were expressly excluded from the extension.

APT’s PCE workplace compliance deadlines tracker record identifies which inhalation milestones moved and which protections remained.

The revised PCE schedule

For covered non-federal owners and operators, initial inhalation monitoring is due June 21, 2027. The deadline to meet the existing chemical exposure limit, establish regulated areas, provide required respiratory protection and institute workplace information and training is September 20, 2027. The exposure control plan milestone is December 20, 2027.

The amendment also extends the federal-entity workplace information and training milestone to September 20, 2027. It took effect on publication. These are specified WCPP changes; they do not reset every PCE prohibition or protection date.

Continuing uses retain their control requirements

EPA’s PCE risk-management page distinguishes continuing WCPP uses from separate prescriptive controls for laboratory use and an option for energized electrical cleaning. A laboratory should not assume the WCPP extension determines its obligations simply because it uses PCE.

The extension concerns time to implement selected requirements. It does not amount to an adopted change to the underlying inhalation limit or a general suspension of the PCE rule. EPA’s separate substantive reconsideration must be tracked on its own terms.

APT’s practical interpretation is to revise each affected calendar entry individually and retain the earlier date as superseded. Dermal protection and condition-of-use decisions should be reviewed alongside the revised inhalation schedule. That preserves the distinction between an extended milestone and an obligation the amendment left unchanged.
