EPA proposes use-specific controls for 1-bromopropane

EPA’s 1-bromopropane proposal combines selected use prohibitions with workplace and dermal protections for specified continuing uses.

October 7, 2026

EPA’s August 8, 2024 proposal would prohibit selected uses of 1-bromopropane and require workplace protections for specified continuing uses. The proposed TSCA risk-management measures include inhalation and dermal controls. They are reported here as proposed requirements.

APT’s 1-bromopropane risk management proposal tracker record identifies the proposed use restrictions and workplace protections.

The condition of use determines the proposed approach

EPA’s chemical page describes proposed prohibitions for activities including dry cleaning, selected cleaning products and adhesives. Other identified activities, including vapor and aerosol degreasing, would be subject to a Workplace Chemical Protection Program if allowed to continue under a final rule.

The proposed regulatory text specifies an existing chemical exposure limit of 0.05 parts per million as an eight-hour time-weighted average and an action level of 0.03 ppm on the same basis. Both values are proposed. They should not be entered as adopted EPA limits or described as a current universal federal PEL.

The proposal also addresses chemical-resistant gloves for specified activities. Airborne exposure assessment alone would not describe all of the proposed worker-protection duties.

Keep draft requirements separate in the register

APT’s practical interpretation is to identify the actual product use and then record which proposed pathway would cover it. That supports preparation without assuming every use can continue under the same control program.

The Federal Register RIN 2070-AK73 search through October 7, 2026 returned only the August 2024 proposal. EPA’s page continues to describe proposed controls, and the agency agenda describes a final rule in development. Its estimated August 2026 target is not an adopted deadline. No final rule was located in these scoped checks.

The controlling proposal’s regulatory values use ppm. A conflicting narrative unit in the proposal should not be used to convert these values into a different exposure threshold.
