Canada’s WHMIS supplier transition has ended

Canada’s WHMIS supplier transition has ended. Coverage, dates and source evidence for EHS teams.

October 7, 2026

Suppliers subject to Canada’s amended Hazardous Products Regulations completed their transition on December 14, 2025. Health Canada’s current guidance confirms that the amendments took effect on December 15, 2022 and that the three-year transition has ended. The amended classification, safety data sheet and applicable label requirements now govern covered suppliers.

The WHMIS supplier transition record connects these dates with the registered amendment. Workplace employer duties still depend on the applicable federal, provincial or territorial regime.

Compliance promotion continues under existing duties

Health Canada says it will focus on compliance promotion until July 19, 2027, followed by routine risk-based compliance and enforcement. It can take measures to compel compliance during the promotion period. This policy establishes how the department approaches compliance; the completed legal transition remains the relevant supplier milestone.

The registered amendment revised hazard classifications and safety data sheet information. Changes include chemicals under pressure, aerosol categories and information on physical and chemical properties. The publication date of January 4, 2023 is separate from its December 2022 commencement.

APT’s practical interpretation is to keep the amended supplier documents connected to the workplace’s chemical inventory. EHS teams can then review which changed hazard information affects local labels or training. An updated US OSHA schedule does not by itself amend Canada’s legal transition or the Canadian policy date.
