Manitoba’s asbestos amendment separates current duties from June 2027 requirements

Manitoba’s asbestos amendment separates current duties from June 2027 requirements. Coverage, dates and source evidence for EHS teams.

October 7, 2026

Manitoba’s asbestos amendment introduced revised inventory, record and notification provisions while delaying specified certification and registration duties until June 1, 2027. M.R. 108/2025, section 5, sets out the split commencement.

The instrument was registered December 4, 2025 and generally commences on registration. The regulator’s FAQ instead describes December 5, 2025 for initial changes. This report uses the registered instrument’s December 4 date and keeps the one-day discrepancy visible.

The Manitoba staged-asbestos record connects the two sources. The amendment replaces Part 37 and includes inventory maintenance and inspection provisions. The delayed list in section 5(2) needs to be read provision by provision; June 2027 does not postpone the whole asbestos program.

Prepare for the delayed provisions while maintaining current records

APT’s practical interpretation is to identify which work will fall under the certification and business-registration requirements and preserve a separate list of the duties already applicable. Contractor planning can then use the relevant commencement date for the activity.

The amendment also states that Part 37 leaves Part 36 on chemical and biological substances intact. This event therefore establishes no general replacement of Manitoba’s chemical exposure-limit reference. Workplace coverage and the precise qualifications required for each asbestos role need the current regulation and qualified review.
